Jeffy Chen 8d83987ce5 debian: Drop cmake and use meson

Also with these changes:
1/ Bump version to 1.9.0
2/ Remove -dev package
3/ Use ld.so.conf
4/ Add more packages

Run ./update_debian.sh to re-generate files when libraries changed.
