Please describe your bug

Since the update to Jellyfin 10.9.x, the movie-suggestions appear to only show movies/films without age restrictions. Any movie with age restriction in the metadata will never appear in the suggestions.

Parental controls are not set for the users, but I've one user (my child) setup to have FSK-6. But suggestions are always FSK-0 or no restriction at all only.

In version 10.8.x it worked fine.

Reproduction Steps

1.) Watch a movie like "Iron Man 3" (German "FSK-16" age restriction)
2.) Go to Movies -> Recommendations
3.) Only "FSK-0/unrated" movies are displayed (no age restriction)

Jellyfin Version

10.9.x (tested on 10.9.2/10.9.3/10.9.6)

The parental controls and filters definitely seem to have regressed, I have noticed all kinds of annoying, wierd and tedious behavior. I've noticed this issue. Another issue is sometimes it filters and honors "Custom Ratings", but primarily it only looks at the "Parental Rating" field. I have noticed a TV show not showing up in the TV library if the "Parental Rating" is e.g. TV-PG, but will show up if it's "Custom Rating" matches the rule (e.g. PG); but only if you filter on "Played" only. If you include "Played" and any other filters or the default filter they don't show up.

First, let me say how much I like Jellyfin and the idea that this entire project is open and free, so no user can expect certain features to exist or bugs to be fixed immediately.

Of course, I understand that this is not a high priority bug, but it is still very annoying that the suggestions don't work:

With a large library of movies, I really like to navigate through suggestions based on movies I've seen before. Unfortunately, this feature is completely useless at the moment, as only movies with no age restrictions are displayed.

I had some hope for version 10.10, but unfortunately the bug is still there.
